TO me this is rather neutral, they both seem like ok people in the game, not inherently evil, and may even look out for what's good for Whiterun. Whiterun Hold - Balgruuf gets replaced by Vignor Gray-mane. Who does the Jarl of the hold get replaced by when the Stormclocaks vs Imperials win?
